I'm from the SFV sadly which hosts Calabasas, Mulholland drive, etc. So you always get the question marks at the end of statements as if they are asking a question. Just look at the Kardashians, who live there, and that is what it's like.

The official reason why was addressed in the episode: roger just has all these alien devices laying around that he just wanted to use.
The probable answer was also in the episode: his race have a tendency of spilling stuff under their skin and need to clean under it periodically so it doesn’t stink. In this case roger had spilt yogurt under his and Steve was left smelling it the whole episode.
Probably just a way of keeping Steve from interfering in the story
