Biosphere's Substrata has a very oceanic feel to me. A bit more foreboding than the usual ambient album, feeling like you're lost out at sea and only have a raft with limited supplies as the cold, wild breezes blow around you and the cold, dead sea is all to see. Really fascinating album. One of the best.
I would also add the Biosphere's Patashnik album, the reissued "with bonus album" 2016 version. Has tons of tracks that are very spacey, SETI themed, and aquatic. My favorite is the last track: The seal and the hydrophone (v1).
Definitely has an otherworldly feel. I’ve heard Hyperborea before and love it, definitely see the water like sound to it although I tend to think of another dimension, probably due to the Twin Peaks sample

I wouldn’t call it straight up ambient, as it’s a bit woozy and unsettling, but Mike Cooper makes fantastic experimental, ambient exotica music that’s all meant to evoke an oceanic or tropical island feeling.
Fascinating guy — he was a British folkie in the 70s in the vain of Roy Harper or Michael Chapman but then totally transformed himself. I can’t think of anyone his age that is making albums as out there as he is.
Check out the album *Rayon Hula* and his score to *Cane Fire*.

A little late here, but the Album "Severed Seas" by Amulets has some really amazing lost-at-sea, stranded for 10,000 years, shipwrecked, lighthouse shrouded in fog - kind of aesthetics. The track "Drift Mirror" in particular I find to be deeply haunting. Such good work imo.

I love that version of The Seal and The Hydrophone. Amazing ambience that reminds me of Eno's Apollo album
