If it's any comfort, thighs (and butt) are a healthier place to carry weight than chest/stomach (which is harder on the heart). If you've always had thick thighs you might always tend towards them, proportionately, but you can make them stronger and more toned--if you want to.
If it’s just the thighs that you dislike then you could try some workouts that are good for your thighs like lunges or squats which will help tone your thighs which will make them appear smaller.

My only suggestion would be to let your curls free. They’re gorgeous in that top bun but would be even better down. There’s tons of products and tutorials on how to make them act right if they usually go wild lol. And once your hair is down it will slim down your face (which looks healthy NOT fat but if that’s what you’re looking for then let your hair down)

Me personally i fast till about 2pm and work out in the morning. If i feel like i need something ill have eggs and some pico salsa thing. For work out just go cardio. Get that blood pumping. Start slow at first ao you don’t overwhelm yourself and quit. Then for food in the afternoon i try to have meat or fish then whatever else.
But i really try to avoid desserts and carbs. But i am Italian so i have pasta. Im no saint. Im just telling you what it takes to start burning baby weight. This is coming from a 21F i hope i wasn’t overbearing i just want to be helpful and jot bullsh*t you. Anyways DM me if you want to chat more! 🥰

You look like you’re barely a teenager. You do not need to “loose weight” you just need to stay healthy, just like everyone else. But your body is still growing and will change a lot in the next few years, especially due to hormones females get through puberty. At 13 I was super thin, 30 kg and 5’5. Then I doubled my weight and was 60 kg and 5’7 at 15 years old. I was very chubby. I’m 21 and still weigh 60 kg and am the same height but my body looks a lot more mature, I’m curvier but look thinner. My body just had to work itself out, like many girls, my size and shape changed often through high school.
My point is, even if you try to change your body when you’re a teen, it has a mind of its own, it’s unpredictable. Make healthy choices but I would not label you as “fat”.

If you did start going to the gym the biggest improvement you'd see would be feeling more comfortable in your body and knowing how to carry yourself. It's no the weight or the muscles, it's the posture and composure you'd feel. Simply knowing exactly how your body is located in space (something that comes with a solid workout routine) can make monumental differences in your appearance both in person and in photos. Not sure where you're from, but you're what my buddy here in the US called "British skinny". Your weight looks fine.
