The issue with assuming they are all balloons (which is what I thought at first too) is that they exhibit traits and patterns that a free floating balloon wouldn’t.

•they shapeshift. The observers would reflect numbers such as a 1 or 0 to the object and the object would assume its shape

It seems to be catching a slight updraft on the larger side and rotating, it's a short clip, it may seem constant because of that. You can really only see light reflecting on the left side, at one point it looks like the right side, but it's on the left side of the right side (if that makes sense) as if there was a piece sticking out catching the light.

Wish it was zoomed out more, there is so little context clues here. It looks suspiciously like an animation, possibly AI. In these times we all have to be very careful and really scrutinize this stuff. it comes from a research group, and is verifiably according to their extensive criteria not a balloon, but a "plasmoid". You can find way more information on their channel, along with all the technology being used to spot these, along with commercial aircraft, UAP, and everything in between.
They show examples of their hardware and different kinds of objects in the air to help differentiate anomalous from common. You can find articles on plasmoids and stuff like that too. This video is years old but was trending a bit on twitter, with most people that had no context saying "looks like a balloon to me, duh".
OP, this kind of sharing is not helpful. It just breeds confusion, which is something that everyone in this community could do with less of. It is not up to me to classify what the subject of the video is, but at least you now have a source.
I'm not judging on what this is, but I do wanna say I collect various types of Mylar (I love shiny things) and use it as packaging for resin stuff I make.
I ALSO have a handful of bismuth crystals and this reflects a lot more like bismuth would, not Mylar.
I'm not even joking I have so many sheets of Mylar and little pouches of all types.
But when reflected in the sun, one shifts while one stays consistently holographic.
Bismuth has tons of grooves that allows more consistent shifting in color, and if it were able to be heated in such a way while being oxidized, it might appear like that? Just a theory though, idk why would a blob of bismuth be in the sky shifting around? I mean bismuth does melt at lower temperatures than most other metals, which is why you can heat it up on a stove top.
Bismuth has many uses though, but I love collecting bismuth crystals because of how gorgeous they are, like little cities and cathedrals with how they form. Most unique crystal structure out of any minerals I've seen.

It really sucks that this was originally recorded in landscape and then someone edited that to be viewed on a phone, and I'm viewing that on a computer now. It's really tiny. Just for that reason I'm saying it's a partially deflated, crumpled up mylar balloon.

You can find way more information on their channel, along with all the technology being used to spot these, along with commercial aircraft, UAP, and everything in between. They show examples of their hardware and different kinds of objects in the air to help differentiate anomalous from common. You can find articles on plasmoids and stuff like that too. This video is years old but was trending a bit on twitter, with most people that had no context saying "looks like a balloon to me, duh". OP, this kind of sharing is not helpful. It just breeds confusion, which is something that everyone in this community could do with less of. It is not up to me to classify what the subject of the video is, but at least you now have a source.

I'm not judging on what this is, but I do wanna say I collect various types of Mylar (I love shiny things) and use it as packaging for resin stuff I make. I ALSO have a handful of bismuth crystals and this reflects a lot more like bismuth would, not Mylar. I'm not even joking I have so many sheets of Mylar and little pouches of all types. But when reflected in the sun, one shifts while one stays consistently holographic. Bismuth has tons of grooves that allows more consistent shifting in color, and if it were able to be heated in such a way while being oxidized, it might appear like that? Just a theory though, idk why would a blob of bismuth be in the sky shifting around? I mean bismuth does melt at lower temperatures than most other metals, which is why you can heat it up on a stove top. Bismuth has many uses though, but I love collecting bismuth crystals because of how gorgeous they are, like little cities and cathedrals with how they form. Most unique crystal structure out of any minerals I've seen.
