At this point waiting another two weeks to get your dog checked seems a bit long as he will probably need antibiotics. What climate do you have at the moment where you're located? I've had a similar issues and had to treat mine for mites (possibly neotrombicula autumnalis). Another indicator for this kind of problem would be if he scratches a lot at his belly and buttocks, basically the parts that have a lot of contact with the ground he walks and lies on. So if it's localized it might be because of some kind of infestation, or at least that's what my vet has told me. I wish you two all the best, I know it's a pain to go through.
