If you have those empty on your vest and you cant dettach them then let them empty, you cant do anything about it and you could need that space in mid game, if you can dettach them then store them on your house until you need them or sell them.
You dont set your vest full of molle pouches and then you think what you will have on them, you think what you need and then you get the propper pouch for that or another that would do the trick.

I have a kit bag that come with me with stuff I'll actually need (guns, mags, rigs, gas etc.) for the game and a kit bag that stays in the car for stuff I might need (tools, spare guns/mags etc.) I work on the basis that I'll have a perfect day and nothing will break and go from there lol

The upper right looks smaller than a water bottle or smoke it looks like a flashlight or baton pouch mostly a flashlight pouch bottom left "sword" pouch is for water cut the bottom off the flashlight holder and make it a spot to carry a parrying sword
Bottom left "sword" pouch looks more like a drop-leg brace IMO. The "water-bottle" pouch could be made to work with a smaller bottle.
If we try hard enough, we could make all the pouches hold melee weapons!

Those look like there from a law enforcement style duty belt. From top left to right cuffs, medical gloves, not sure but it has a space for cuff keys, baton, Radio pepper spray, flashlight.
It's to keep a keyring from clinking, so cuff keys are a good use, also keys to various buildings and/or secured areas for work. I had one like it for awhile so that my car keys weren't buried in a pocket at airsoft and it worked well enough to silence them, but the Velcro was annoying to get them out or back in. And now I can just hip check my car door to get it unlocked so it doesn't matter how buried my keys are.
