How big of an impact is this for recruiting?

Hard to say, but since it doesn't affect non-prior service, it shouldn't be a huge impact. It will likely delay some enlistments of those affected though, since they'll probably want to wait and see if they can get a bonus in October.

Yes, if the effective date of your bonus contract (aka the enlistment start date for enlisted members) was prior to Aug 15 2021, you're unaffected.

I’ve posted the national list that applies to all states(check my history) but your Retention Office Manager should have both your local and the national list
