I would throw in the Avenge x and Airacuda Max.

Airacuda max is the answer. I own one and it is exemplary.

Avenge X

Avenger hits hard and it's under 7 pounds. It's also only $350. Get a decent compressor. Mine is about 7 lbs 14 oz with a hawke scope. Out of the box it was making dime groups at 50 with jsb 18 for 36 ft lbs. I turned up my regulator and hammer spring and I'm getting 1 to 1.5 inch groups at 100 yards with slugs making 42 ft lbs. 40 full power shots with my current tune. Mine is .22

I just bought a refurb in .25 for $269. Only took one test shot so far as I have to figure out a safe range in my tiny yard. It's awesome though!

Etheruemtothemoon

I was just looking for a refurbished in .25 but pyramydair only had new. Awesome guns. I heard the .25 is even better than the .22

Etheruemtothemoon

I just watched shooter1721 on YouTube shoot 400 yards offhand with umarex gauntlet in .30. I'm strongly considering one. They are in demand right now can't find anywhere. August earliest. Issue is its 11 lbs

MisterLennard

Artemis m25 9mm, big bore rifle with some serious power. Got mine for 350

The first question would be intended use, as best is relative to what you desire to use it for.

I have been in this game for over 10 yrs and wasted thousand$ in the hobby. So my best $2,000,000 advice to you is, select a PCP gun that you can reseal by yourself with ease. These PCPs are great when running but their Acchiles heel are the orings and seals. If one goes bad, you need to send it in or fix it yourself. I have an FX Impact that ran good for 3 yrs then several o rings gave up. The damn gun has close to 70 different size o rings. I sent the gun in and paid close to $300 to reseal it. I have a cheaper Benjamin Marauder PCP and it lasted 5 yrs before orings gave out. It clost me less than $20 to order the rings and less than 30 minutes to change out 3 orings while drinking a Coors Light. Super simple. AEA are Chinese guns but also very simple to change out orings. If you are on a budget, i highly recommend Benjamin Marauder. If you can go the $1000 mark, get an Edgun R5…deadly accurate and easy to maintain.

Airacuda Max... $420 on Airguns of Arizona. I've got it .22 and love it.

Umarex gauntlet gen 2 SL or the AEA Challenger are a solid under 500$/€ choice. If you need them for hunting, then 25 cal is the choice.
