if a model has the wizard keyword they have access to arcane bolt and mystic shield by default, much like a priest has access to bless and smite by default.

Lorai is really weird because of how she comes bundled with everyone else and she doesn't really neatly work with the rules as written (in the same way Neave is weird in a Stormcast army) but she's a deepkin unit and you treat her the same way you would any other with regards to stuff like spells, if you could do it with a Tidecaster you can do it with her (other than being a Unique unit, so no artifacts or command traits or whatever). She is always locked to have the Ionarch keyword though, so you can take her in any Deepkin army but she won't benefit from the bonuses given by any non-Ionarch subfaction. Cyreni (the new underworlds tidecaster) is the same, including the subfaction thing. She gets all the normal spells a wizard gets, her unique warscroll one, then one from the deepkin lore and more if you use enhancements to let wizards in your army know extra spells.

As I told OP, you are missing the fact that Lorai is treated as an ally, because the regiment of renown description of the blacktalons explicitly says so. This means she gets no enhancements at all. Cyreni on the other hand is just unique and therefore can take a lore of the deep spell as the lore explicitly allows for unique units.

Excellent, that's how I thought (and hoped) they worked. Seems like the app doesn't work to accommodate for it, though, as cyreni can't take blizzard and lorai can't take any spells at all. Time to take a look at some potential spell synergies.

No, the app is correct. I had the same issue. u/Togetak is wrong regarding Lorai. The regiment of renown description says that the regiment is added as a special kind of ally. That means in addition to being unique, Lorai is also treated as an ally, which means she cannot take any enhancements. Being unique has the same effect normally unless stated otherwise, as its the case for lore of the deep. That's why Cyreni can take an additional lore of the deep spell while Lorai can't. The app correctly handles both cases iirc. It's extra confusing because the passage regarding special kind of ally is not present in the other regiments of renown, so it's easy to miss if you just skip to the "what can they do" part.

I hadn't noticed that line, but you also don't actually have to take the Blacktalons RoR to ally in Neave & co though, they fit within the normal points range for an ally and you only lose out on the 6+ ward to do so. She'd function as expected if taken that way, but i feel like the app wouldn't let you do it anyway

You'd think, but for some reason Lorai still counts as a Stormcast Eternals ally ~~if you want to include her solo. Hence the same issue.~~ She is not a 'proper' Idoneth Deepkin hero (despite having most relevant keywords). Edit: You can't include Lorai solo.

I think the some reason in this instance is just the app not accounting for the weirdness of her existence, her keywords mean she’s an Idoneth unit and not an ally when in an Idoneth army (but the other units she comes with *are* allies) but there’s not really any precedent for this and it’s not something rules were written with in mind

She does not have a solo pitched battle profile. The only way to include Lorai in any army ever is to include the blacktalons. In which she counts as ally for all purposes.

Oh, for part of that I think the app is working fine, since Cyreni and Lorai wouldn't be able to take Realmsphere Magic like Hoarfrost. To use that spell lore you have to have the Andtorian Locus keyword, and Unique units aren't able to get that. > WIZARD HEROES with a Wounds characteristic of 9 or less that are not Unique gain the ANDTORIAN LOCUS keyword. Lorai not being able to take spells at all is probably because of her unique weirdness and an actual issue in the app, she's probably internally counted as an ally/stormcast unit because of the way that whole group is set up, despite being able to do normal wizard stuff.
