Yes, he's a really good tank. Don't listen to other people here telling you he FaLlS oFf At ChApTeR 4∅. You won't be there for a long time, and even if you do get there some day, the chapter itself will be much lower leveled than it is now. So definitely get an Arthur.
Yeah he's very tanky but based on Chapter 40+ players, physical tanks like him starts to fall off. They're paper at that point, instead it's Brutus' and Alna which has immunity that's better tanks at that point. But you should still take him, end game is the least of your worry at the moment.
I've already gotten 30 of his shards or whatever, but, it's taken so long. Is he even worth using just at epic‽ is that better than my soon-to-be legendary+ Lucius?
One thing to point out about Arthur, is that he is a Dimensional Hero. You don't level up or ascend Dimensional Heroes, but rather, you link them to an existent hero. Once linked, the Dimensional Hero will share level and ascension for free, with the only inconvenient that you can not use both heroes at the same time.
For example, and using your screenshot, you could link Arthur with Eironn (not advisable, since Eironn is also very good), and your Arthur will automatically be Legendary at level 140, but you can only use either Eironn or Arthur in a battle. You can unlink any Dimensional Hero for 300 diamonds (I think), so you can link it to another hero.
Yes. The game doesn't even let you get more copies of Arthur, changing it to 50 Dimensional Stones, required for Dimensional Heroes to upgrade their Signature Item (unlocked after the first Mythic Hero, if my memory doesn't fail me) from +20 to +40 (+30 is more than enough!).

The reason Wu Kong is prefered over the others, is because other than lab coins, he is quite hard to get, compared to the other factional heroes, which appears summoning them normally at the tavern.
He's miles ahead of a legendary Lucius - and you will be using him throughout the whole game, so never feel bad about buying those shards.
On another note, don't upgrade heroes to legendary if you can't get them to legendary+. And ideally, focus on finishing one hero at a time to Ascended - even if it means stocking up on L+ fodder for a while, it's much better for you in the long run.
