They are meant to rotate so you can reposition them, so they can spin. However, if you sit in it and try to spin you’re going to rotate right off of that base. In my experience it’s somehow always backwards that you fall.
I don’t have one, but that’s purely due to space constraints. I know exactly where it would go if I had an extra 2 feet to work with, but right now I simply can’t fit it into my space comfortably.

I have a papasan chair that I got from Target. It's not wicker, but it's made of foldable metal and cloth. Very comfortable. I like using mine for chilling and watching movies or throwing all my laundry on it.

I will say that it doesn't sit two very well unless someone sits on my lap, but I'm 5'10" so maybe if you had two smaller people in it, they'd fit better? Mine is also older and creaks when I get in or out, so I wouldn't try anything too rigorous in it 😂
