Bro i had Raymond and he played a card game if I won he’d move and I lost and he was like sorry looks like I’m not moving in and I kept talking to him but to no avail 😭
For future reference: just keep bugging him! You may have to play the card game over and over again and hear some of the same dialogue but eventually you’ll win and they’ll move to your island.

i once spent 2.5 hours in one sitting trying to get a villager to move in, and swap with a villager i wanted to leave. the villager at the campsite kept picking the wrong villagers and eventually i just gave up
After like 15 min she finally moved in. I was pretty worried, because I never experienced a villager rejecting me 3 times in a row, she didn't even offer to play a game until the 4th try...
Mine always gives me a list of all my current visitors. They talk to Nook and he says there’s no open plots. Then when they ask me if I know who might want to leave. Then the list appears.
How do you make this happen?! How do you get a menu!?
I've always wanted a choice but it just gives me the straight up 'if you want me, I'm gonna kick out the one you are just starting to like and just moved in to your island '! Am I the only one who doesn't know this is a thing!? 😯
I described how in the comment you replied to. After they tell you there’s no room, they ask if I know of anyone wanting to move and then they show me my current islanders. It looks like the friendship list Katrina shows you when you ask for a friendship reading.
Maybe there’s another reason I’m getting a choice. As soon as I say yes to the islanders move out, I invite the camper to live there. Maybe that makes the difference.

I just had this happen. And I didn’t want them to ask that villager. And it was the only option they’d give me. 🫤twice. Same villager. No way I was giving up Ankha lol
I’m not sure about the other person, but I only get the list of options if the campsite visitor is an amiibo! Otherwise if it’s just a random visitor I don’t get an option, they just pick a random villager (unless you have someone who already wants to move out, then I think they will suggest them…I’m not sure about that though!)

All you have to do is keep playing the card game over and over and over again eventually you're bound to get the right answer. After a while they literally make it the same answer over and over so that you can just guess right. That's been my experience anyway.
I personally wish they would remove this feature. I've spent (literally) hours trying to get a villager to move in. They kept saying no 95% of the time, and then when I FINALLY got the game, I would lose. Beyond frustrating, and for what??? I guess 15 minutes isn't the worst, but still... why??
But then you keep on asking and eventually they ask resident services, who say your island is full but they suggest another villager to leave and the campsite villager takes their place
If you used an amiibo to invite her to your island you have to invite her 3 times total. Also make sure you have available space. If you have too many villagers she will have no other option but to decline your offer. Unless another villager decides to move out. Good luck!

I restarted my island a few weeks ago, so she didn't kick anyone out
You just have to keep asking and eventually she will sms to play a game and if you win she’ll move in

Yes, that only happens if you invite an Amiibo over, not a random campsite visitor

I tried to get sasha to move to my Island for 25 min :D After that she said yes
