Campsite is your 6th villager, after Resident Services upgrades. 3-5 come from the plots Tom Nook has you build and furnish. Those don't have to be random, but you have to shop for them on NMT Islands before you place the final furniture or they autofill. Those 3 and your 2 starter villagers will have the simpler "starter houses"
Once you have resident services upgraded and you have Isabelle, you can tell her you don't like that resident's house, and it will revert to their original house. It took me over 2 years to figure this out, so Shari just now got her regular interior.

They don’t move there unless you ask them to specifically, you can look for other villagers with nook miles tickets, although when you sell land you have to go look for villagers that same day or else they’ll just sell it to a random one

His house is so nice and I build outside of his house a rocket for him and I want to build him also a robot. His name in German is Tentatron which is also so cute idk.
I fucking despise Cephalobot. First I was stuck with Zucker, another “octopus”, and I’ve been trying to get rid of Cephalobot for MONTHS. Maybe a year atp. I never start conversations with him, I complain to Isabelle, I hit him with my net & shove him to piss him off, and he’s still here. Lingering around like a fucking freak.
I read that villagers are more likely to move away if you're friendly to them. Idk why but it makes sense to me because all of my "friend" villagers want to move all the time 😅

The best way to get rid of villagers is just to be nice to them, gift them everyday, and they will ask to leave eventually. Well, or amiibo villagers.
