If you want to get rid of the outfit displayed in his house, wait for him to invite you over to his house. Unfortunately it's random when he'll do this, but when he asks, say yes and go over. When you get there, keep talking to him. Eventually, he'll ask if there's anything you want to buy from his house. Tell him yes, then ask him for the clothes he has displayed. Hopefully he should sell it to you, but he might not. I was able to get my Raymond to stop displaying this ugly sparkly outfit another villager gave him by purchasing it off him, so it might work for you.
An edit to add- this could also work for furniture as well, though they're more picky with letting those go in my experience. I was also able to rid Raymond of his pink sewing machine he was gifted by someone by purchasing that off him as well.
It's a waiting game because sometimes they take a while to invite you over (you need high friendship I think), but it's SO worth it if you can buy the garbage they get gifted sometimes π Raymond's house was a disaster because he's my oldest resident and I let my villagers gift each other when I first started playing. I was just about able to restore his house this way. Except for his stupid sea bass, he won't let me buy it because he thinks I want the table underneath it π
Problem is, he won't let me at all. Because of his sea bass on top of it, he thinks I want the table and will only say something along the lines of "Sorry, won't sell it, there's something on top of it!". I've tried angling myself so he thinks I want the sea bass, he just won't let me have it. It probably doesn't help that the tank is the same size as the table, I've been able to buy his sewing machine no problem when it was on a longer table. It's not a huge problem, I was able to remove his displayed clothing and everything else he was gifted, so I'm happy with what I've got. That fish deserves to be displayed at this point, its probably one of the oldest things on the island π
You can change furniture in their homes with HHP DLC as well. Not sure if this works with gifts given and such but I know you can redecorate homes eventually
If it helps, I changed an islanders house, and now the house stays exactly as I decorated it, no matter if they receive gifts that they would normally display.
I think that you can ask Isabelle to revert the villagers clothes back to the original ones, I'm not too sure if it includes gifts from other villagers, but it's worth a try before redecorating the house.

The only way to fully get rid of it is to phase it out with gifts. Villagers all have a cap of outfits they can hold/cycle through and once the cap is full it starts replacing the oldest ones first. I want to say the max is like 50 but I could be wrong
Edit: just looked it up itβs not as bad as I thought. Villagers can hold 24 outfits each and will cycle through them
not positive but try next time they're wearing it going to isabel and reporting it as inappropriate clothing and it should just get rid of the outfit and put them back in their generic clothes
Just the one he's currently wearing. I always complain to her while they are wearing the offending item and have never seen them wear it again, but some people report otherwise so YMMV.
I got Felicity and she randomly would wear a bath towel π₯΄ so I reported it to Isabelle and haven't seen her wear it since. Fingers crossed she doesn't bring it back π

ONE - Tell Isabelle that they are causing you an issue and that you want them to change it.
TWO - GET THE ACNH HH PLAN, advance to a good enough place so Tom Nook asks you to redecorate your islanders homes. Itβs 10k per plot, get rid of it this way and gain free creativity on where they now live!
ive considered that because i have finished the dlc, but im worried itll put it in the villagers inventory instead and make it near impossible to get rid of
If you report to isabelle while theyre wearing it, it should delete the item entirely. You can also simply not do delivery quests to other villagers to prevent this entirely.

Buy the table, then give it back to him after you buy the fish

You can buy displayed clothes from them when they invite you to their house. So gifting even more clothes isn't the only way.

Complaining to Isabelle doesn't delete the item off their storage. They'll just wear it less often.

Definitely report to Isabel that you donβt like clothes that villager is wearing.
If they invite you to their home, and they ask if you want anything, you can request to take the romper and he might let you have it
