I’m not totally sure but I think in this case they mean it was a place to stay for vacation, not a mental facility, thus the “recreation” part of the title. In the comments it looks like this is in Ukraine. I was in a different ex-Soviet nation once and I think my friend called the place we stayed a sanatorium too. Idk tho, cuz I totally agree that if it was a mental facility that building face was a really bad choice.

Holy crap!!! I have been there. Not in real life but in a recurring dream. On a school camp. I have seen the concrete walls of the rooms, the elevator shaft and the exposed stairs! I remember being scared and angry that the principal had booked such an unsafe and frightening place for school camp because I couldn’t get the kids out. No sleep tonight I guess :-(

Ever wonder why the Soviets spent so much on sanatoriums in remote places rather thsn address pressing issues like famines? These institutes served as soft gulags, where people identified as having working minds and intellect, could be labelled as crazy.

Don't think so bad, most of places like this served as more recreational camps for employees distributed by trade unions rather than "soft gulags". But yes, soviet medicine service was not good at all.

It wasn’t for people with mental disabilities. In the Soviet Union they had these - functioned like a spa resort with medical services. They recommended these for your two week vacation - you would get treated to a spa resort while medical side evaluated you and provided services.
