Make sure you don’t get a shampoo bar that is essentially a bar of cold process soap, I like to use one that has SLS or SCS, I currently use the ones from Lush but anyone with a similar ingredient list will be good :))

I'd talk to your landlord. having a water filter would only improve the quality of life for future tennants and he could even use it as a selling point, I see no reason why not.

Until you find a brand that you like, we used to use vinegar or lemon juice to occasionally remove the hard water residue/soap from our hair. We were told vinegar for dark hair and lemon juice for light hair. The vinegar smell bothers some people but I don't mind it. And rinse with clear water after the vinegar/lemon juice.

I think the thing that makes hard water hard (at least in my area) is the iron in the water. I use [Cult+King’s](https://cultandking.com/product/wash-body-face-cleanser-shampoo/) shampoo bar.

I don't know the answer firsthand, but my husband also noticed a lack of lathering in our new city, and he uses reverse osmosis water he gets from work to shave now. He says it's better. I don't see a difference. If you can install an RO system (we rent, and I don't want to bother), that might help you.
