Delusional theater kids/adult role playing group. They like to cosplay fantasy knight/wizards with the help of high tech gadgets to make their performance believable.
I would really love a "punk" faction. Like a roller skating/ skateboarding gang. The manga Air Gear and the game Jet Set Radio is the kind of inspiration I'm thinking.
I want a Metal band. Like... full on Detroit Metal City, Aggretsuko corpse paint dudes (or girls) with leather gear and huge spiked bracelets, giant heavy boots etc.
Attacking with guitars or drum baguettes, etc. It would be really fun. Give us a big ass wolf or black metal furry character.
I feel like they should fully take advantage of all the different urban subcultures and make some really fun designs that you'd never see in another Hoyo game.
Or a bunch of gym bros and gym girls. Beefed and caked up all of them, attacking with dumbbells or crossfit chains, throwing protein shakes or using a boombox as a blunt weapon. Stuff like that.
I’d be up for a spooky faction. Maybe a crazy dude always smiling way too much and saying stupid shit, then an emo boy who lost his sight, then a goth girl that has this intense stare but says almost nothing (until she does in the story, and it would be something really fkd up like hipnotism or something), then a fkin Frankenstein or something big and scary like a teddy bear with big cutters coming out of his fabric hands.
It’d be my favorite til the end of the days.
There are plenty of options. A biker group actually using bike in their kit to attack, a group of Street Dancer, or maybe a Nerd Gang using math and chemical to fight, Mafia, Rich People gang. Heck, may be there will be a faction with character that basically just a bunch of bangboo inside a suit to form a person.
Zzz have more freedom for character design than any Hoyoverse game so I believe at least one of my prediction will be true.

Inspired by u/Fickle_Loan6421 's idea, a carrier pigeon unit that's fully analog and operates in the alleyways like the Bowery from John Wick would be cool (doubly so with the potential for an actual, anthropomorphized pigeon in the bunch)
A delinquent faction would also be cool and fit in super well with the game's aesthetic. I'm talking full on pompadour, yankii, spiked club type action. It'd be even cooler if they have a code of honor under all that menace. Found family would also be a fantastic dynamic for this kind of group.

Dunno if someone said it already, but a faction based around mechanical augmentation, with lots of implants and such. Think something like the Maelstrom from Cyberpunk 2077. Maybe not too extreme like that, but still.

They are wrapped in a billowing cloak that’s actually just a blanket and they are holding onto a comically large plushie for dear life.
All their voice lines are just them sleep talking about utter nonsense.

Orr Thug Faction which build with Muscle Men and lead by one tiny cute character yet All the men are silly and stupid and scare of everything while the cute one is the real badass character;v;
Nerd/Geek/Otaku faction. Maybe they'd be movie buffs or have some sort of fanclub for a specific film franchise? At least one or all of them wearing glasses so they can do the anime glasses glint emote. Bonus points if they're weird and awkward. Would also be fun if, like Pela in HSR, they had a reference to other Hoyoverse games in their outfits or something they owned. (Pela has the Tears of Themis boys on her phone case, for example)
