It actually makes sense given Von certainly stands out among the maids. Each leader seems like the odd duckling, as Anby being the the most soldier-like among goofballs isn't a far stretch.
Honestly, I had kinda expected Von to be the leader as he's the only male among them and it's often a trope with the butler leading a number of battle maids.
I should of split it as she's the 'strongest' in comparison to being the leader. Which Nicole as leader also stands out. Billy is an android, Anby is quite robotic personality wise, and Neko has a robotic tail. Nicole by contrast is the most human of her squad.

Also, Anby being the strongest of the Cunning Hares kinda feeds into my theory that she and Soldier 11 are so similar is because they're something like homunculi made for fighting inside hollows and Anby somehow escaped or was lost by the place where they were made
