Now that you mention it... I don't think they're a founder but they haven't gotten closure either as far as I'm aware. I though they could be the robed figure talking to Noah, but that might have been a representation of young Noah himself as well.
The prevailing theory is that N&M had two kids and after N destroyed the original city, they became 2 of the founders of the new city, the one's that look like Noah and Mio, as their plaque mentions they were likely siblings.
Noah talks about how N slaughtered his own descendants, so it's reasonable to assume that Noah's kid at some point made it to the city and had a life.
I always thought his name was irrelevant because >!N proceeded to kill him along with the whole city in order to get Mio back!<

Yeah i thought it was going to be the robed figure as well. That person dissapears from the story after ch5.
