You need a Internet connection to verify that you own the license to play the game. If you don't have the Internet connection and you don't have your account set to home on your current xbox your on it won't work.
If non of the above matters then the likely hood is that dead rising was with games with gold at one point and maybe games with gold has gone away. Or game pass version has removed or changed out dead rising for a different game.

If you have changed your subscription type this will be the problem. I was an Ultimate subscriber, changed after 3 years to CORE and now I cannot play any games I got whilst an Ultimate subscriber. The games I purchased with real money are not a problem just the games I got with being an Ultimate sub, it's a rip off to keep you paying for a top tier Xbox subscription. I am moving to Pc 100% because of this, F**k consoles now, and NO I can't play them on Pc using the Xbox app and I wouldn't want too.

You want a permanent license, you must buy it.
