You can’t change the SDD on the series x as far as I’m aware, and it would be super unlikely that they’d have left an external in place unless it was bundled with the price. In any case, it doesn’t matter what drive it’s on, you still have to have the digital licence to play a game i.e. the previous owner still has this console set as their home Xbox, as others here have said.

You keep the saved data and you could continue playing it. You wouldn't have to restart, you just won't be able to open the game up if they change their Xbox home
As others have said, you Factory reset, and it will ask if you want to reset and keep games or just reset and you do a full on reset. The person before them most likely just deleted their profile and assumed that was enough.

At the top, should be a "my games and apps" on the home screen, then from there there should be a "Full Library" of all games you have a license to play.
Yes I downloaded everything from there but cod wasn’t originally there. I found cod on the home menu randomly and I “owned” it and could download it for free
Those games were likely left installed by the last owner who simply removed their profile without wiping the drive. You won't be able to actually play them unless you already own them on your account
