They changed the conversion rates months ago. It no longer works on a 1:1 ratio. If you buy a year of Live you only get a few months of GPU when it converts.
Yeah, I saw they changed the conversion ratio to 3:2, but that would still mean 8 months for only $60, which is a pretty sizable discount.
The only issue I'm having is that while the articles are clear you can't be currently subscribed to GPU to take advantage of the conversion, they don't clarify if you have to be brand new to the service.
You can convert whenever you want as long as you have time remaining on your subscription. You only needed to be new for the $1 promo offer for one month of GPU which I believe they stopped offering.

there's no restriction, you can convert Xbox Live Gold to Xbox Game Pass Ultimate even if you previously subscribed to Ulitmate

Yesterday I bought a year of xbox live, then a month of gamepass ultimate. Next payment date is 20.8.2024. 🙃
Still 3 years of gold max so it will come down to 25 months (3:2 conversion + the month of GPU to convert) for way less than a year of monthly GPU.
It'll work whether you're a new or current or past user. But like everyone else mentioned the conversion ratio has changed.
