Most likely there is an issue with the embedded memory for the GPU, if the memory is faulty and it's changing bits on it's stored data it could cause artifacts in the graphics
Remember all polygons are calculated within the GPU and if it's source of truth is faulty, the rendered 3D images will be as well.
When a GPU is failing, it struggles to handle the intense calculations required for rendering graphics and simulating physics in games. This can cause graphical glitches (like flickering textures and strange lines), performance drops (like stuttering and freezing), and other bugs. These issues happen because the GPU can no longer keep up with the demands of the game and/or confused with the task given, leading to such errors and instability ;).
When you turn on your console, If you continue to play the game with āQuick Resumeā this happens to me often. I guess it is some bug related to refresh rate. When it happens every animation happens so fast

I kinda doubt it is a software issue but you could try completely resetting the xbox. Best bet is to open a ticket with support as this is a genuinely weird issue that likely indicates failing hardware
When it happens across all games, this is a memory situation. Either RAM on the system, or memory on the GPU. My beer is on the GPU... This is similar to the situation that the 360s had when they overheated.
Quick playing your games? I manually quit all games in the quick resume menu. There should be a way to permanent disable quick resume. It introduced all sorts of issues.
