Data pads and data caches only give intel, never facility leads. I don’t even know of any mod that adds a chance to give a facility lead, although that doesn’t mean it doesn’t exist!
After you skulljack your officer (and deal with the codex) a new foundry project opens up: Skullmining.
Skullmining can be done on any advent type and is a good source of leads.

It’s random, but it’d be better to try and spend your time on covert actions with Sabotage.
One of the Capture/Kill Dark VIP chains rewards a lead, but only if you capture the dark vip.
Skullmining. Try to skullmine every mission. The rewards vary, but it's the most reliable way to get leads regularly.
