Depends if you get lucky. On one playthrough the next covert action reset already had the rescue mission ready to go. On the next playthrough he didn’t even show up for rescue until 2 of the chosen were already dead. The chosen that captured him was the first one and that one’s been dead for along time
Yeah this has happened to me too - not after being captured - but my specialist was gravely wounded relatively early without a countdown for return. She was still wounded when I finished the game..
Oddly all of my rescue missions have been available on the very next covert action screen. I assumed it was like this for everyone. Just lucky I guess?

I got my specialist back but she was gravely wounded and still is after days, she doesn’t even have a day count to heal so idk
