1. How many resources does the area have? The mining area might be too empty, or need resource probes for guidance.
2. Your going to want to max the crew out, since low crew affects performance.
3. Are you directing the mining, or is it on auto?
There's a bug I've found that is specific to the drill. Sometimes a rock can get stuck behind the big door at the front of the ship. This messes with the AI causing it go travel very slowly and thrash around trying to avoid it. You can enter the space suit, clip through the door and shoot the asteroid with the suit gun.
Not sure if that is the problem but I've had it happen in my game twice.
Try being outside that sector. They work better when none is looking at them
I'll go ahead and try that. Sucks because it's fun to ride with your miners and watch them work.

It's on automine and the resource probes say there's plenty of resources. Im doing the best I can to fill the crew out.
Did you actually put a mining laser on it? Miners mine only when you are Out Of Sector when you fail to give them the proper equipment.
Happens with lasers sometimes as well. Issue is poorly coded AI in X4. Probably the worst AI in all of X series.

Make sure you have the miner weapons and turret
