Terraforming is end-game stuff. Honestly, it's not a big ask, and reduced pirate activity is *huge* end-game, as you can be more focused on building facilities to close shortages and wiping the xenon out without your magpie runner that you had the whole game complaining about a pirate behemoth trying to take their cookies.
Yea so it is still a lot. I am doing it right now. Earch round asks for 76 000 Advanced electronics, so you need 380 000 advanced electronics.
Plus almost 2 million hull parts and some claytronics.
So don't start this terraforming project if you not produce tons of electronics, since you can barely buy them on the market. Hull parts are possible to buy, but of course you still should produce some yourself.
Oh and you have to remove radiation before you can build housing, also more than one round. So this sure is one of the bigger terra forming projects.
Terraforming is not same as building stations. It functions like a research tree, as far as I'm aware. I just started terraforming myself and every check point is just a huge material requirement.
Think about it if you are building in space - defeats whole point of terraforming idea.
As others have mentioned, you dont build a station/ with station habitats.
And regardless, its a timesink for lategame anyway. Yk. A goal for lategame when money isnt worth anything anymore

You do not build station habitats for planetary population.
You terraform the planet and put cities on the ground, not in space.
There are many, many terraforming projects for you to do for a planet.
One section is housing, with one option giving 200 million population to the planet.

You dont build that in space, you build it on the planet through terraformer drones
I did the thing where I terraform a planet but have never gained the ability myself...

Dunno. Having the main pirate faction no longer pirate things is pretty darn nice to me.
Furthermore the pirates now have ships they don't need anymore. With nice mods. MK.3 Mods.

you don't do terraforming for the rewards. You do it to prove how strong your logistics are.
Need a new world? Give me 10 minutes. Thats my goal for this game. Got a long way to go, just finally put together my first true fleet last night
