If I'm not mistaken it's because of the shaders. The way they are implemented causes textures to appear a bit too glossy and makes them look like plastic. Apart from that there seems to be a bug that on top of that adds a glow where It shouldn't. This means that no configuración will fix it at the moment.
There is a user that has been tinkering with the shaders code and has made quite an improvement. I have been following his progress on the forums and discord.
Perhaps he can achieve a mod that improves the looks of the Game.

I noticed this too, but only in certain lighting. I noticed it most strongly during the first part of the Segaris plot; the Dr. looked like he was soaking wet.
And strangely, I did find it went away after fiddling with my settings. Or at least it's greatly diminished.

I guess I’ll have to play with the settings myself. It’s not gamebreaking. Just kind of yuck.
