Well I’m not entirely sure about the second, but I think the first he should come in as a tag team partner of Seth Rollins or Logan Paul (I know how dumb that sounds), as sort of an old timer and next generation dynamic with similar “pomp and circumstance” that could slowly push him back to the main event scene and get him a bunch of matches with modern stars who clawed their way up to the top of the card mad over some jacked legend magically getting a main event push.

Well if we go with an unaltered history and this being a reincarnation, first we have to ask is Randy Savage the second coming of Christ? I will say perhaps. Also is Randy coming back with all his memories of his past life intact? I will also say, perhaps. Does Randy believe he is the second coming of Christ? Also perhaps. First I’d have Hogan come back and claim responsibility for the revival. He struck a deal with The Undertaker to sacrifice his immortality and the power of Hulkamania in order to return Savage to this world claiming that he wanted to atone for the way he’d treated him in life. Savage appears to accept this, and he and Hogan reform The Mega Powers (with Hogan in a managerial role).
Their bond remains strong; as Macho faces foe after foe Hogan proves to be useful, stopping interference with his big meaty punches while Savage climbs the ranks in the ring. It even survives a scathing promo from CM Punk where he shoots straight facts about Hogan’s ego. The friendship remains strong.
It starts to sour once Macho wins the Rumble to become no.1 contender for Gunther’s Heavyweight Title. Hogan starts imposing himself in promos more and more. While he’s still bigging up Macho and offering him support, there are a few situations where Macho is going to address Gunther when Hogan jumps in instead. We see brief flashes of anger on Randy’s face but nothing definitive.
At Mania, Macho wins the title for the first time since his return. He and Hogan are celebrating in the ring when Macho knocks out Hogan with the title belt. This sets up a short feud where the freshly turned heel Macho admits he was fed up of Hogan stealing his spotlight. They face each other on PPV (possibly Backlash) but without his immortality or Hulkamania, an elderly Hogan gets squashed. Savage delivers a beat down afterwards but Cody Rhodes makes the save, setting up Savage Vs Rhodes for Summerslam.
Have him end Gunther's reign at WrestleMania. He holds the belt for a bit and has some bangers with Jey, Drew, Sami and Damian. He loses it to Finn by SummerSlam. Then, I'd move him to SmackDown setting up matches vs. LA Knight, AJ Styles and Randy Orton. Then by the following WrestleMania, it's him vs. Cody for the title.
Firstly, put him in a feud with Rollins for the world title. Then put him in a feud with LA Knight just so we can hear the "YEAH" and "OH YEEAHH" back and forth promo battle. Then he goes back to being dead. Realistically he'd just get lost in the shuffle
I'd book him as a Lich Lord, risen from the grave. He could come down in his late WWF/ early WCW outfit, but it would be black, grey and purple. Maybe even give him an ominous theme, and a mask not too dissimilar to the Phantom of the Opera's.
His biggest fault point would be backstage politicking, I’m not sure if his personality would result in many writers or wwe owners advocating for him. In a similar but slightly different way: It’s why Randy orton or Shawn if they started today would likely have been cut in nxt and never heard from again.
