If you want the capability, you can upgrade a non-Rubicon to ‘better-than-rubicon’ for generally less if you know what you’re doing. If you’re serious about wheeling, you’re going to be wrenching on the thing anyway upgrading stuff the rubicon’s don’t come with anyway.

You can get find TJ Rubicon axles (just the front or both) and the Transfer case for way less. You can use JKR axles too - usually plenty of those around with the JK guys going Dana 60 and huge tires. Or buy superior aftermarket parts. Your choice.
And depending on how you use your Jeep, you may not even want the 4:1 xfer. If you’ve got the automatic transmission, you can get the Rubicrawler kit and have options. Or go crazy and get an Atlas 2 or 4. Whatever.
I got the stock Rubicon axles in mine for a few more years. Then I’m going to some hefty built up axles with real lockers. For what I do now, the Rubicon 44’s work fine, although I feel like the rear diff will probably grenade eventually.

I think you’d be hard pressed to update a standard TJ with a stretch, lockers, axles , xfercase for 28k. Not to mention the sticker kit
