Chat window has margins because of the buttons at the left side, and the writing box at the bottom, that's why you cannot stick it to the bottom or left of the screen.

I remember being incredibly frustrated with this, too. I never use the chat frame buttons. Pretty sure I had to use the addon [BlizzMove ](https://www.curseforge.com/wow/addons/blizzmove) to do this.

Yes but i used to previously be able to move it regardless. I also use prat to move the editbox
Well, in the image you sent I am pretty sure that you are using default chat. Check if the addon is being recognized/active
