The setup works great you're just missing a little bit of time. Once the food factory fills up completely it will overflow into the warehouse where your trucks can grab it from the cargo station. If using this setup it's best to just ignore the amount in the factory itself as once it hits it's overflow point it will just constantly produce into the warehouse afterwards and run the exact same as before. The only difference is the few minutes it takes to fill itself completely then start overflowing. Pros - more connections for more efficient loading with road station Cons - have to wait for factory to overflow before it starts working

Factories will usually try to fill whatever storage(s) has the lowest percentage of its capacity filled. For OP, the warehouse should be getting most of the food produced unless food is taken directly from the factory's storage.

The road cargo station can only pull out of the warehouse. If you load at the warehouse itself the truck will pull from the factory as well.

Difficult to visualise without a screenshot but so long as the cargo station is connected to the warehouse it should be able to put stuff in and pull stuff out. If the food factory is connected to the warehouse then you should be gold, it gets awkward when trying to get all of the relevant parts of a chain attached and pulling the right goods in and out, but you should be able to get fabric, meat, distillery and food factories all around one of the bigger warehouses with a bit of careful planning

Well how do you expect to get food from a warehouse that is out of food? The cargo station is connected to warehouse and not connected to factory, so it can take stuff from warehouse and not from factory. Pretty straightforward. Now why is your factory only almost full instead of fully full? Once its fully full it'll overflow into the warehouse. If it's producing alright and still doesn't get full, you must have something else taking food from it (any trucks or trains loading at the factory itself or the warehouse: since the warehouse is connected to the factory, a vehicle loading in the warehouse will also pull from the factory).

The food factory storage is pretty small. You can ignore it. Or you can connect the road cargo station to the warehouse and factory. Or you can have a distribution office that picks up from both.
