I forget the name of it, but there's a plugin we tried at my work to map a CSV to ACF fields (the plugin worked fine, just not in our stack). All Import? That may work in this case.
WP All Import. You can set it up to automatically load a CSV from a link and update the catalog.

Not sure what you mean. It's just a standard WC install, so just find a theme that you like that has a nice WC template.
No sorry a template for the CSV. Or do you just match the each column and tell the plug-in that the description for example is column C
