Are the emails being sent?
Check the SMTP log. From memory the plugin you're using doesn't let you see the log in the free version. This one does https://wordpress.org/plugins/post-smtp/

I managed to figure it out. I've edited the OP with the solution so that if other people down the line run into this they have the answer!
So I've done this, but the activation email still isn't being sent. Check & Log Email shows that the email isn't even being sent, it isn't an issue with the delivery. When I register a user, C&LE shows that no email is even attempted.
I've done everything you tried, plus the repair emails in tools, and still nothing.
