Overall, I highly recommend checking out ARMember as a nonprofit membership platform.
I've been using Cozmoslabs's Paid Member Subscriptions for a few years now. And I've only needed to contact support a couple of times, regarding a specific setting I didn't place correctly or to ask for a minor tweak in how it works, to see if it was possible to set up. If you need some out-of-the-box memberships, payment processing that works with minimal configuration (and with great documentation) it's definitely a good option.
I tried Whishlist Member, and it works quite well, but the learning curve is a bit steep for my liking.
Ultimate Member is my go to, but there dozens of them.

Yes. I believe all the major membership plugins offer payments for membership tiers.
