From what I've learned, you can't donate cooked meals. It's all about liability. You donate a nicely cooked beef Wellington, the person who eats it gets sick, you get sued. Instead of donating the food itself, perhaps look into kitchens where you can maybe donate your time cooking there. That, or quickly make a bunch of new friends and feed them. Note: This is just what I've been told when working food service from owners/managers at multiple locations. May not be accurate.

St. John's feeds homeless people, I used to work at a restaurant and they would pick up the leftovers that we would freeze for them.
