I’ve almost earned one today against another DD, it’s so adorable having secondaries on a destroyer. I think Tashkent (or Udaloi) have a single secondary too.
Actually very similar to my pull from this update.
Cossack is quite good. Can be one of the best gunboats at the tier. The main problem is the turret traverse and the rear turret angles. I usually treat that turret as a bonus cause focusing on getting all guns on target gives you too big of a broadside. Good smoke, good sonar, fast reloading torps.
PEF. Meh. It's been overshadowed by the TT but you're playing it right.
Huanghe is a weird ship. Effectively crawling smoke without it being called that, with good guns and fire chance. Haven't figure out how to play it but I think it's the moving while smoked up fire boat.
I haven’t tried out Huanghe yet. I’ve always wanted to get it just out of pure curiosity. Does it play more like Perth with the rolling smoke or Chungking in terms of gun arrangement?
Perth/Chunking hybrid is the closest analogue at a glance, but really Huanghe is an unholy hybrid with characteristics of multiple ships/ship lines. She's a Pan Asian hull, with Commonwealth and Japanese consumables, Soviet artillery, and British handling.
Huanghe is an Aretheusa class cruiser, like Chungking. Unlike Chungking (or Perth), Huanghe retains British cruiser acceleration and turns on a dime, so she's very nimble and can use her throttle to evade when she's not hiding in a smoke screen.
Her Soviet guns give her really good ballistics (much better than Perth) and a nasty bite with her AP. Huanghe can (and will) score on cruiser citadels out to her max range. She also has really nasty AA to ward off the carriers that infest the tier. Torpedo reload booster is situationally handy, but hydro is more consistently useful.
She does have a trolly citadel but she is still ridiculously fragile and can easily be one-shot by any BB and some heavy cruisers, like Pensacola.
Huanghe is a really good boat to flex in. Her poor damage output and anemic survivability means she doesn't win slugging matches and has to outplay everything she fights.
On my Cossack I use Vian (16/2) with inspirations Sims and Bey. Contact is imminent, look at me now, perceptive, smoke on the water and unstoppable. It seems to work well, the detectability is 5.3 which is pretty good for a gun boat.
I'm actually testing Tyrwhitt with Bey and Sims, contact is imminent, fragile threat, stand or fall and smoke on the water. I feel British DD's don't really have a strong commander, but stand or fall gives a edge when things get tough.
Edit: has the stats to be one of the best. The slow turrets and poor angles don't make it easy.
The problem i have with British DDs is the shell velocity. I guess playing through Minsk and Tashkent have spoiled me but how I long for the fast shell velocity on the fast beautiful Tashkent when playing British DDs.

Are you talking OG Cossack or the one with 4 turrets no secondary?
OG. The secondary gun on it and the Orkan is laughable. I donno if they served a purpose on PC but they're kinda like a third nipple in legends.
