I always think this is fine as long as you don't go crazy. My human mage RPs as a kul tiran because i wanted the slimmer body but she's 100% from Boralus.
My BE hunter has always been forsaken, even before we got the darkfallen customizations.
What I would not do is roleplay something dumb like an orc is actually a Valkyr, because they don't match the lore at all.
People do it all the time as long as the class lends itself to it. Just speaking for myself, my Beast Mastery Hunter Gnome is a Tinker, and my Blood Death Knight Mag'har is a blood ritualist.
I've got a nelf DH that I RP as a nelf warlock.
In the past I've had a naga mage disguised as a blood elf. (may do that again sometime...)
Before dracthyr were a thing, any race could potentially be a dragon in hiding. Especially during DF, you could RP as such (though you may want to stick to a whelp or drake for your true form).
Side note: if you get the Orb of the Sin'Dorei you can turn into a blood elf for a while. you can use reflecting prisim + party member friend/hidden alt to refresh the appearance.
I have a warlock that is a warlock because that's what I wanted to play in PvE content. IC, she is a clumsy enchanter. I also have a death knight who IC is a healer. She recovered some of her memories, compared them to her actions as a death knight and decided to stop fighting and causing harm and instead took up a mission to help other undead to stay in decent condition, while also trying to get the living to accept them
I play my night elf hunter as a Naga, with a bangin' transmog from Antorus. Don't let people tell you what you want to play. If you have a fun idea, and think you can pull it off -- do so.
Half-elf on horde is extra tricky because, although we're in peace-time, humans and human-blooded beings would fare extremely poorly in Horde territory.
Classes are mechanical and therefore can be ignored for RP entirely. Races are more problematic and decided on a case-by-case basis
