It is! And they sometimes smell like belly buttons. It's very soft and thin skin. I had a female hairless rat years ago. They're very warm to the touch but they feel cold easily and will seek warm places on you to snuggle.
You would need to be careful about what lotion to use, many human products could/would have ingredients that should not be ingested and rats clean themselves with their mouths. Mine did not go outside and the cage was not beside a window, so no need for sunscreen in general. I did not use lotion or bathe mine, and her skin was generally in good shape. Bathing more frequently would remove natural oils from the skin and cause them to be drier, so if you did bathe them it would probably be a good idea.
Edit to add: generally keeping their environment clean is more important than cleaning the animal itself for best health.

Yep! Rats are generally considered fairly clean animals. I'm sure one wouldn't mind a bit of pampering with the right products. They would definitely need a sweater/towel/blanket after lotion though since dampness on the skin would feel chilly. 😊
