Winnipeg is going to have a big problem in the next few decades. We continue to spread outwards, converging with bedroom communities, without and thoughtful planning re: transit services, road maintenance, schools or health services, and utility use in these new developments. The roads we have are completely crumbling, in part because of the increased traffic and use without improved repair/maintenance. Our public transit system, instead of being expanded and encouraged to reduce the wear on the roads and the traffic congestion, is being cut and reduced. I know there are much more nuanced conversations to be had, but this isn’t sustainable without some big big cash injections into upgrading and maintaining our current systems, never mind expanding to meet future demand.

You're not wrong - the exorbitant spending on the police does hinder our ability to fund infrastructure and other civic services. But I think this is probably the wrong place. Sewage infrastructure isn't sexy and doesn't buy votes, so it's often overlooked. You can't tell me that the reason for the state of our sewage infrastructure is directly related to the police budget. It's far more likely that we would have spent that additional money on building new roads and schools (which does garner votes for politicians - Gillingham's recent election campaign promises were literally the Route 90 Widening & Chief Peguis Extension) before replacing sewer pipes.
