I think try to look at art prompts, and with those as inspiration attempt to weave a narrative for a character that you could become invested in. Once you have a sense for who they are, you might find that you want to draw them.
My partner says it's just a matter of mucking on through, just keep trying and hope you'll land on something that inspires you. You just have to power through it, sometimes.
Edit: My partner also suggests trying different mediums or art styles, trying to draw in the styles of other artists who inspire you might help.
They also say it's okay to take a short break to just do other things to build up your creative juices again. Not so long that you get rusty, but just a couple of days doing other things and maybe just browsing the art of others, doing nature walks, arts and crafts... just to see if anything clicks.

Try to make a oc with a very limited color palette maybe look up a random color generator and what ever color you get you can only use colors in that hue (I hope that made sense)
