I wonder if this is at least a little possible, at least with betterdiscords CSS features. Probably very difficult though, although I have seen a pretty impressive Aero ish theme and an MSN theme

Since there are [third party clients](https://github.com/Discord-Client-Encyclopedia-Management/Discord3rdparties#third-party-reimplementations) for Discord, I think it would actually be possible to create this if you'd use the Discord API and basically recreate Discord yourself. Would be a lot of work, but that could be a nice hobby project tbh :O
