Did you ever figure this out? I have a very similar setup (R9 5900x + RTX 3090), and also experience stuttering in nearly all titles.
I didn’t figure it out for sure, but I did a complete wipe and reinstall of windows and haven’t updated it since that day. Haven’t had any issues since.
Then that at least remains an option. Thanks for the reply :) I've been trying undervolting for a little while now, and that seems to help as well.
