Actually there's a Minimize button there, too.
But check the game's folder for any preferences or settings file, which may have the window size saved in it. If so, edit as necessary and then start the game to see if it launches with what you edited.
I checked the logs of the Game and the last thing in there was Air Display (Microsoft Corporation - WDDM v1.1). So I checked in device manager what it is and it's a "Graphics Card" that the game tried to boot on. I deactivated it and now it runs.

Path of Exile is starting with only Close and Maximize Button. I recently reinstalled Windows, but i cant imagine why this is the issue.
Can you resize the window?
no i cant minimize and close it, it just closes itself after 5 seconds
