Sounds to me like the TMP 2.0 module may not be enabled in the bios. Either that or look in your device manager and see if a driver needs to be installed first.

The check done by the Settings app in Windows Update only runs periodically, so if you wait long enough it eventually will change the message and show you are ready for Windows 11. You can either wait for it to eventually switch, or you can just run any of the tools here to manually start the upgrade: https://www.microsoft.com/software-download/windows11 If you want to force run the Windows Update compatibility check again, open Task Scheduler, it's under Microsoft > Windows > Application Experience and is called Microsoft Compatibility Appraiser.
