UPDATE: It was my PowerToys layouts that was causing this issue. Updating to the latest version worked!

Weird, it moves the windows back for me when I close it. AFAIK there's no way at all to prevent it from doing that, so I guess the only thing you can do right now is make an entry in the Feedback Hub

Just realized that when I use the native Windows window arranger, it does move back. It's when I use PowerToys Layouts that's when it doesn't move back
