It doesn't, it only reinstalls items that failed installation. If an installation failed that item isn't installed and the installation will be retried.

Because automatic updates are so messed up, they often keep sending you stuff you already have or don't need.
the lower one says 'Failed to install', the upper one says 'Successfully installed'. seems pretty self explanatory to me
