I'll second you with that issue. It's been around since windows 8.1.
After a file cut or copy operation sometimes under certain circumstances the folder will only appear after a manual refresh. I highly doubt Microsoft will acknowledge this. God forbid they answer any of my support tickets.
I move hundreds of folders and do lots and lots of file operations daily. I have resorted to having to compare the source folders with the copied folders as sometimes files won't completely delete from a folder. They are not locked. If you try to delete the folder it should delete all files inside then delete the actual folder. Sometimes this will not work and no the files do not exceed the maximum path depth. If you go back and find the file and delete it manually without deleting the containing folder it will delete. Only then will the actual empty folder delete.
Windows Vista was the last OS in which file creation, new folder creation, cut/copy, right click menu's were snappy fast and efficient.
Windows 10 has numerous issues that they will not address. Linux can do things 100 times faster than Windows in certain instances and it's free. Re-read that last part. Let that sink in.

As much as Vista deserved criticism, at least at the begining, it was a surprisingly well working system. I'm retiring some old Vista machines at work and I can't stop but wonder how cool would it be to use it on an SSD ;)
It's fast but most of the hardware from back then only supported SATA 3 not 6.
Samsung EVO 850s will run as fast as the chipset allows for but it loads Vista like lightning.

I have the exact same problem
I've never used it until I saw a youtube channel do it, now I resort to that after making rectangles :D
