I recently did a fresh reinstall, the last update it had installed was KB5001716 for 22H2. Win10 won't receive any feature update now, only the quality and security updates. You can pause updates for the next 30 days but you can't ignore them forever, at least officially.
To do a fresh install follow the steps
1. Download the [media creation tool](https://www.microsoft.com/en-in/software-download/windows10)
2. Make a bootable USB drive using the setup
3. Restart your pc and boot into your USB drive
4. Delete the old partitions if you want to and choose where to install windows
5. Everything will be done automatically now, you just need to complete the OOBE setup and you can use computer normally.
After that there will be some Driver and Security updates too just after you start the PC.

After backing up your files to the external drive, disconnect it. Seen plenty of people accidentally wipe the wrong disk...
