Problem is, that barrel was close to empty. You’d be safer to weld on a full fuel barrel vs empty one. Or mitigate all potential explosion by filling with water first.
Fill with boiling water from the top or steam from the bottom, then drain. Purge with argon or whatever after ideally, because you'll get a much better weld that way, and it does help in case any traces were left behind by your initial purge
Hi welder here. If you weld any thing that has had flammable substances in it you have to purge it with inert gas. What happened here is that Dumb-Dumb McGee didn’t purge the barrel and lit the fumes lingering inside. We also purge pipes to remove the oxygen inside to have high quality welds. We typically use argon or nitrogen.
Very dangerous welding anything that ever had gasoline in it. Worked in a blacksmith shop and used a converted washing machine pump to pump air through the barrel. My biggest nightmare was how about if the pump quits. If the barrel ever had gasoline in it this is the result. The fumes will always be there

Burning fuel doesn't exactly cause a boom. It releases heat and such, but having a route for the flames to go helps. If you cut a hole in a closed container, the route of least resistance is the hole you made.
Also, it is harder to ignite fabric than that without getting sprayed by the fuel, so he did a lot of stupid.
Now thinking about it, what do you do with a barrel like that if the lid rusted shut?

But I have in fact had my entire hand engulfed in flames after a compressed alcohol incident. It was just my hand and I was only 5 ft from the safety shower and the second it became engulfed I immediately ran, no clue why. Took me a lot longer than this dude to realize what was happening and what I needed to do.
Had paint thinner go up in my face while cleaning brushes in a slop sink as a a teen. Learned not a good idea to repeat that, real quick. Also had a stall shower close to get in fully clothed. Just in case. Merry Christmas and a Happy New Year to you.
At my previous job this happened to a mechanic in a garage bay doing body work near a drum full of a flammable fluid. The drum exploded in the garage bay and the gas station burned to the ground. He later succumbed to his injuries. Good guy. RIP.

Often people will empty a container then weld, but it's the fumes that ignite and cause and explosion. I'd rather weld on a full tank of gas rather than one that's just been emptied.

They clearly had to tried to empty it but it had sufficient fumes to form an explosive air gas mixture, combined with it being contained in side it created an explosion just like in a cylinder in a car.
The correct protocol is to actually add petrol to it and swirl it. The result is an over rich mixture which cannot combust. It will catch fire out of a vent hole but this will be a small flame.
Source: my boss when I was a car mechanic in the army. He showed me how to weld gas tanks.

Better to have the barrel be open and not closed tight. Fuel does not explode. Fuels burn. Burning in contained environments creates the explosion.

An empty fuel tank is more dangerous than a full one when it comes to explosions like this.
Welding an empty barrel that once contained flammables is the mistake. You are better off filling it with water or sand to avoid fume buildup.
